Here are the plans for Hurricane Deployment. There are 2 parts that need to be emphasized right now.

1. PHONE TREE We must be able to reach you! Please let me know NOW if you have a new phone number that is more reliable. Please, if you are unable to answer your phone, call back right away. Please save the following numbers in your phone so you know you should answer them right away:

2. HURRICANE GO-BAG We are required to physically check your Go-Bag to be sure you have all the required equipment you will need for deployment for a hurricane shelter assignment. I will send out the Go-Bag list in the next e-mail. There is no need to spend a lot of money. Just buy inexpensive versions of things on the list. Keep your bag packed as much as you can. Things that can not be packed ahead of time can be kept on a list in the bag to be thrown in at the last minute. It should take you no more than 10 minutes to finish packing your Go-Bag.

Commanders will define, within their units, 10 person teams that will be composed of a primary healthcare provider, a PA, Nurse Practitioner, and eight medical support personnel. All deployable personnel shall be qualified in shelter management operations.

For planning purposes, if the hurricane moves in a direction that shows landfall to the Houston/Galveston/Beaumont area the assembly point will be the California Crossing Rd Armory, Dallas, TX. If landfall appears to be in the Valley area, TMB members will be directed to a TMB facility in San Antonio.

The receiving MSC commander will be prepared to take accountability for inbound members. Consideration for accommodations, meals, sanitation facilities require advanced planning to identify short fall issues so that they can be properly addressed.

The receiving MSC commander shall have command and control over TMB members upon arrival at the facility. A sign-in roster shall be available and all reporting members will sign-in. The receiving MSC commander will establish a Forward Operations Center (FOC) that will include an adequate staff to handle administrative, planning and logistical needs for the inbound members. The FOC, once initiated, shall be staffed and operated throughout the duration of the event, and will operated on a 24/7 basis unless otherwise directed.
The FOC OIC is responsible to deploy team members based upon orders received from the Joint Operations Center (JOC)

When ordered, TMB team members will proceed without delay from the FOC to a designated Forward Assembly Point (FAP) for task assignment in support of sheltering operations.
(2) Upon arrival at the FAP, all TMB team members will report in to the Task Force Operation Center and sign-in. Further assignments and direction from that point will come from the Task Force Commander.
(3) TMB members will be operating under a Task Force Organization structure. All command and control activities and initiatives will be exclusive to the Task Force.

Once SAD has been ordered MSC commanders should immediately begin a planning process for rotation. Information on soldier availability should be established in a format that allows planners to have an understanding of Who, What and When. This information needs to be reviewed and kept current and the resource information must be made available to the TMB G1 and G3.

At End Of Mission (EOM) instructions will be provided from the HQ, JOC on stand-down and recovery of forces and equipment. MSC commanders are reminded that all deployed service members will remain under the command and control of the Task Force commander until released to return to their HOR.

It is imperative that the TMB deployed OIC receives a closing report from each member to indicate that they have returned safely to their HOR (f) The OIC is responsible to compile the closing report, and when all members
are accounted for, will then contact the JTF HQ and submit the closing report verbally.

ACTION ITEMS – MSC Commanders Show Down Inspection:
Leaders at all command levels shall conduct a show down inspection of each individuals deployment bag. MSC commanders are instructed to have this completed and verification sent to TMB HQ, NLT 1 July 2011.

As it has been two years since the last major hurricane, Check go bags for expired food / water. Ensure that members have sufficient numbers of uniforms, personal hygiene materials, etc.

Conduct a review of your unit call tree and update as necessary.

Identify unit members who are immediately available for deployment. In other words, they can leave right now without any hesitation. Also find out who is available and when and for how long.

Check your medical records. One way to do that and check the other items is to conduct an EDRE. Emergency Deployment Readiness Exercise. Prior to your next scheduled drill, exercise your phone tree; advise members to bring in their go bags, and then when they arrive for drill, have them complete the physical assessment form as part of the training exercise.
